GA 172-2025 General Technical Requirements for Police Metal Handcuffs

Functional Specifications

1. Monitoring Function: Through the dedicated APP and WEB platform, administrators can monitor in real time the wearer’s key physiological indicators (expandable), including heart rate, blood oxygen, and body temperature, as well as their precise location.
2. Jurisdiction Management Function: Customizable safe zones are supported. Once the electronic geofence function is enabled on the device management interface, an alert will be triggered upon boundary violation.
3. Emergency SOS Function: When the wearer presses and holds the button for 3 seconds, the backend system will receive an emergency SOS alert.
4. Device Management Function: Allows viewing of information such as associated personnel, wearer details, linked jurisdiction, battery level, status (Online/Offline/Charging/Manually Powered Off), mode, usage switch, and active time period. It also supports operations including viewing device details, map location, specialized configuration, device control, modification, and unlinking.
5. Allows viewing of the device's basic information, usage logs, and alarm records.
6. Supports entry of wearer information, emergency contacts, and health thresholds for the wearer, as well as setting the data collection/upload frequency for Outdoor Escort Mode.
7. Remote Device Control: Supports remote shutdown, restart, factory reset, real-time location retrieval, firmware upgrade, and mode selection.
8. Personnel Management Function: Supports user type configuration and corresponding permission management, as well as user disabling, password reset, modification, and deletion.

Technical Parameters

1. Structure: Composed of the cuff body, ratchet arm, connector, chain, key, smart module, etc.
2. Smart Module: Features functions including location tracking, one-button SOS alarm, and vital sign monitoring (heart rate, body temperature, blood oxygen); supports charging via a Type-C port.
3. Double-Lock Positioning Test: The double-lock positioning function of the metal handcuffs shall be convenient and reliable. When subjected to a static pressure of 1500 N in the double-locked state, the handcuffs shall not exhibit engagement loosening or failure.
4. Anti-Picking Performance: The lock cylinder is equipped with an internal anti-picking safety device. The net anti-picking working time shall reach at least 2 minutes. The ratchet arm features three independent rows of teeth; when any single tooth is manipulated, the remaining teeth shall not move in linkage.
5. Strength Test:
   • In the locked state, when subjected to a longitudinal static tensile force of 2200 N for 30 seconds, the handcuffs shall not be pulled open during the test, and no permanent deformation or cracks shall appear on the cuff body afterward.
   • In the locked state, when subjected to a lateral static tensile force of 2200 N for 30 seconds, the handcuffs shall not be opened during the test, and no permanent deformation or cracks shall appear on the cuff body afterward.
   • When a static pressure of 2940 N is applied to the fixed connecting component between the ratchet arm and the cuff body for 30 seconds, the connecting component shall not become loose or detached after the test.
   • When a torque of 3 Nm is applied to the key for 30 seconds, the key shall not deform or fracture after the test.
6. Durability:
   • After 7,000 cycles of normal locking and unlocking using the key (one cycle = one lock + one unlock), the handcuffs shall still meet all specified requirements.
   • After 200 double-locking tests using the key, the double-lock actuator shall remain flexible and smooth, and the handcuffs shall continue to operate normally.
